The first verse sets up the background of the song. A guy is sitting at a table with a phone to his ear and his daughter (not his girlfriend) is seen on the bed in the back. And he’s talking on the phone;

Honey, why are you calling me so late?
It’s kinda hard to talk right now
Honey, why are you crying, is everything alright?
I have to whisper cause I can’t be too loud

Notice that the guy addresses the caller by saying “honey,” which is perhaps the nicest thing a guy can say to a girl. And it’s late at night. Her ‘daughter’ is seen in almost her underwear probably getting ready for bed. The guy says it’s hard to talk right now because his girlfriend is in the room. Then he hears the girl sobbing in line. And he ignores his statement above and just whispers. He really wants to talk to the caller.

Well my girl is in the next room
Sometimes I wish she was you
Guess we never really evolved

He must content himself with whispering because his girlfriend is in the next room. She can see it, probably hear it too. It’s interesting that he calls her ‘daughter’ and not ‘girlfriend’ or any other endearing word. It tells how he feels about her. He even wants you to be the caller. So we can confirm that the guy is talking to his ex. Their breakup was probably unexpected or unplanned. They obviously haven’t had a fight – she calls him in the middle of the night crying – and he picks up the phone and continues to talk to her despite his girlfriend being in the room. They have not moved from their breakup.

It’s been a while since they broke up or talked to each other. He likes that. She calls his name and his knees give up. There’s no more pleasure in the world for him right now than talking with her. He calls her an angel – words from the lips of an angel. He is really enchanted by her.

He doesn’t want to hang up the phone now. He doesn’t want any more goodbyes, with his ex. He wants to move on, he wants to be faithful to his current girlfriend. He probably forgot why they broke up, or what kept them apart.

“Lips of an Angel” is getting more interesting now. Both dreamed of each other. Maybe last night he had a dream about her – hence the fun of the night she chose to call him.

The next line says very well how she also has a new guy in her life. So both evolved, but not really at the same time. She has a new guy in her life and he has a new girl in his life. He asks if he is aware of this call. She probably answers “yes”, justified by the following line of the song: “Is this going to start a fight”. I think they’re already fighting, which is why she’s calling him at this hour and why she’s crying. So most likely she doesn’t care if this leads to more fights. She looks fed up. And she asks the guy the same thing. And he replies that his daughters don’t know who he is talking to. This probably indicates how ignorant or neglectful her daughter is.

The chorus repeats twice before “Lips of an Angel” ends. The song ends with a solemn phrase;

Honey, why are you calling me so late?

He insists on why she calls him in the middle of the night. He really needs an answer. And the answer he’s looking for is that she misses him and maybe he wants to get back together.

Thus ends a beautifully crafted rock-romance ballad to be enjoyed for decades, maybe even longer.
